Note that, according to move_panel(3), the move_panel prototype is "int move_panel(PANEL *pan, int starty, int startx)," while the PHP function switches starty and startx.
The PHP function and this function documentation are in conjunction with each other, but they do not match the move_panel prototype and call it incorrectly.
