If you have the libraries needed add the --with-pspell[=dir] option when compiling PHP.
Nota: Note to Win32 Users
Para que esta extensão funcione, existem arquivos DLL que devem estar disponíveis no PATH do sistema Windows. Embora copiar arquivos DLL da pasta do PHP para o diretório system do Windows também funcione (porque o diretório system está, por padrão, no PATH do sistema), isso não é recomendado. Esta extensão requer que os seguintes arquivos estejam no PATH: aspell-15.dll from the bin folder of the aspell installation.
Win32 support requires at least aspell version 0.50.
If you are compiling v7.3.x under CentOS 8, you will need to first enable PowerTools, then install aspell-devel - otherwise aspell-devel will not be available to you:
sudo dnf config-manager --set-enabled PowerTools
sudo dnf install -y aspell-devel
Then in your configure line, just use:
--with-pspell
NOT
--with-pspell=/some/dirAspell + PHP + Windows was giving me just crazy crashes with this simple test file:

?>
Running "php -f test.php" directly from a DOS prompt shed some light:

To fix it I needed to "dos2unix" all the files in Aspell's C:\Program Files\Aspell\data\ directory. (Convert them from CRLF to just LF line endings).
